- Create a simple object as trend unit like this one.
- Adjust the pivot point and put it where it should rotate.
- Duplicate it 40 Times
- Make Joints over the geometry
- Make each joint parent to its geo unit
- Create a spline like this one

- Go to Animation Menu > Skeleton > IK Spline Handle Tool (Hit The Option Box)
- Deselect “Auto Create Curve” option
- Select the first joint then the last joint then the curve
- Adjust the curve control point to make them fit to your geometry
- Select the IK Handle then animate the Offset Attributes
